According to the company’s public relations office, the PHSER initiative—driven by the HSE management team and executed with the participation of experienced specialists—has been underway since the beginning of the year. It has already delivered significant improvements in design quality, equipment management, and overall process safety.
At the core of the project lies the principle of inherently safe design, ensuring that the plant is engineered, constructed, installed and commissioned in accordance with both national and international standards. This approach enables start-up with minimal disruption and without exposing the facility to elevated operational risks. Key outcomes include: Enhanced protection of human resources, regarded as the nation’s most valuable asset; Significant reductions in operational risks and economic losses arising from incidents or environmental contamination; Strengthened international credibility for Iranian industrial projects and improved readiness for global markets; A cleaner, safer and more sustainable operational environment for current and future generations; Establishment of a model for other domestic and global industrial units to follow in pursuing sustainable development guided by safety and health principles.
HSE specialists note that the successful implementation of PHSER in the Almas Mahshahr megaproject represents a turning point in the history of HSE management and passive defense practices in Iran.
